
The Palestine Solidarity Alliance (PSA) welcomes the resolute actions and unified stance taken during The Hague Group’s Emergency Conference on Palestine in Bogotá, Colombia this week. All thirty participating states unanimously asserted that the era of impunity must end, demanding that international law be enforced without fear or favour through domestic policies and legislation, coupled with a united call for an immediate ceasefire.
Significantly, twelve states from across the world, Bolivia, Colombia, Cuba, Indonesia, Iraq, Libya, Malaysia, Namibia, Nicaragua, Oman, Saint Vincent and the Grenadines, and South Africa, have pledged to implement six identified measures immediately through their domestic legal and administrative systems, breaking ties of complicity with Israel’s campaign of devastation in Palestine. This leadership has set 20 September 2025, coinciding with the 80th United Nations General Assembly, as the date for additional states to join this bold action. The Six Measures for Immediate implementation: To be adopted based on each state’s domestic legal and legislative frameworks:
- Prevent the provision or transfer of arms, munitions, military fuel, related military equipment, and dual-use items to Israel.
- Prevent the transit, docking, and servicing of vessels at any port where there is a clear risk of carrying such items to Israel.
- Prevent the carriage of such arms and equipment to Israel on vessels bearing the nation’s flag, and ensure full accountability, including de-flagging for non-compliance.
- Urgently review all public contracts to ensure public institutions and funds do not support or entrench Israel’s illegal occupation of Palestinian Territory.
- Comply with obligations to ensure accountability for the most serious crimes under international law, through robust, impartial, and independent investigations and prosecutions at national or international levels, to ensure justice for all victims and the prevention of future crimes.
- Support universal jurisdiction mandates, as and where applicable in national legal frameworks and judiciaries, to ensure justice for victims of international crimes committed in the Occupied Palestinian Territory.
While the PSA applauds these actions, we issue a specific and urgent call to the South African government, who co-chairs The Hague Group, to match words with decisive deeds. Most notably, the South African government must immediately halt all coal exports to Israel. Recent reports have exposed the role of entities like Glencore, a major player in South Africa’s coal sector, which continue to facilitate the supply of coal to Israel despite the clear calls for an end to all forms of complicity. This must cease without delay, reinforcing South Africa’s standing as a principled advocate for justice in Palestine.
Beyond the adoption of sanctions, the PSA calls for the following:
We believe the Jewish National Fund is and has been an integral instrument in the ethnic cleansing of Palestinians. South African authorities ought to urgently investigate the activities of the Jewish National Fund operating under the guise of charity and religion, which channel substantial financial resources to support the genocide, the establishment of illegal settlements in the Occupied Palestinian Territory and facilitate the recruitment of South African citizens to serve in the Israeli Defence Forces (IDF). These actions constitute serious violations of both South African and international law and must be addressed with the full force of our legal system. We affirm that any organisation that aids and promotes racism, apartheid, illegal occupation and crimes against humanity must be held accountable. The South African government must take decisive legal and administrative steps to withdraw recognition and support from organizations, including the South African Zionist Federation, that operate as extensions of the Israeli state and facilitate violations of international law. No entity that upholds, promotes or enables serious breaches of international law and basic human rights should be permitted to operate on South African soil. We further call on the United States to immediately end the persecution and obstruction of International Court of Justice (ICJ) staff who are fulfilling their mandate to prosecute those responsible for war crimes in Palestine. We express our full solidarity with the UN Special Rapporteur, Francesca Albanese, commending her unwavering commitment to justice, the rule of law and accountability amidst growing pressure and intimidation.
In conclusion, the PSA recognises the enormous amount of effort from solidarity organisations across the globe to signal this level of international pressure. We encourage all African nation states and the rest of the world to join the Hague Group and intensify their solidarity with the Palestinian people during this crucial moment in our shared history. We salute all ground forces and continue to strive towards a liberated and just world.
